Jamiat Ulama-i-Hind writes to Union Home Minister to seek Action Against Dehradun Violence.
New Delhi, June 16: Jamiat Ulama-i-Hind president Maulana Mahmood Madani has urged the Union Government and state administration to ensure a fair investigation into the murder of Vinod Kashyap that took place in Bairagiwala village of Vikas Nagar area in Dehradun district and the developments that followed. And to take immediate measures to protect innocent residents affected by the violence that followed the incident.
In a letter addressed to Union Home Minister Amit Shah, Maulana Madani condemned the killing and said those responsible should be brought to justice through due legal process. He also expressed condolences to the victims family.
The letter raises concerns over reports of communal tension in Bairagiwala village of Vikas Nagar following the murder. According to local unit -Jamiat Ulama-i-Hind, houses, shops, vehicles, and places of worship belonging to members of the minority community were targeted in the aftermath of the incident, forcing several families to leave their homes due to security concerns.
Maulana Madani called for an impartial investigation into both the murder and the subsequent incidents of violence, including allegations of arson, vandalism, and attacks on religious sites. He urged the authorities to take action against individuals involved in hate speech and other activities that could aggravate communal tensions.
The Jamiat has also sought measures to facilitate the safe return of displaced families, restore normalcy in the affected areas, and provide compensation to those who suffered losses. It further requested compensation for the family of the deceased.
Expressing concern over the demolition of the accuseds house, Mr. Madani said any punitive action should be undertaken only after completion of the prescribed legal and administrative procedures. He stated that adherence to due process and the rule of law was essential in a constitutional democracy.
Copies of the letter have been sent to the Governor of Uttarakhand, the Chief Minister, the Director General of Police, and the Senior Superintendent of Police, Dehradun.
Earlier in the day, a delegation of Jamiat Ulama-i-Hinds Dehradun unit met Maulana Madani in New Delhi and submitted a report on the situation in the area. Maulana Madani had directed its local representatives to cooperate in maintaining peace and to assist affected families.

नई दिल्ली, 16 जून 2026: जमीअत उलमा-ए-हिंद के अध्यक्ष मौलाना महमूद असद मदनी ने देहरादून जिले के विकासनगर क्षेत्र के बैरागीवाला गांव में हुई दुखद हत्या और उसके बाद उत्पन्न परिस्थितियों पर गहरी चिंता व्यक्त करते हुए कहा है कि किसी भी निर्दोष व्यक्ति की हत्या एक गंभीर अपराध और मानवता के विरुद्ध कृत्य है, जिसकी जितनी भी निंदा की जाए कम है। उन्होंने मृतक विनोद कश्यप के परिजनों के प्रति गहरी संवेदना व्यक्त करते हुए कहा कि हत्यारों को बिना किसी भेदभाव के कानून के अनुसार कठोर सज़ा मिलनी चाहिए।
मौलाना मदनी ने कहा कि इस प्रकार की घटनाओं के बाद पूरे समाज को एकजुट होकर पीड़ित परिवार के साथ खड़ा होना चाहिए और अपराधियों के खिलाफ आवाज़ उठानी चाहिए, लेकिन दुर्भाग्यवश कुछ शरारती और सांप्रदायिक तत्वों ने इस घटना के बाद क्षेत्र में ज़हर घोलने और लोगों को बांटने का काम किया है। जमीअत उलमा देहरादून की ओर से प्राप्त जानकारी के अनुसार घटना के बाद मुस्लिम समुदाय से जुड़े घरों, दुकानों और वाहनों को आग के हवाले किया गया, गांव की मस्जिदों को निशाना बनाया गया और भय के माहौल के कारण कई परिवार अपने घर छोड़ने पर मजबूर हो गए हैं। इस संदर्भ में विकासनगर के विधायक मुन्ना सिंह चौहान के भड़काऊ बयानों ने आग में घी डालने का काम किया है।
मौलाना मदनी ने बताया कि जमीअत उलमा-ए-हिंद ने इन परिस्थितियों के संबंध में केंद्रीय गृह मंत्री अमित शाह को एक विस्तृत पत्र भेजा है। पत्र में मांग की गई है कि हत्या के मामले की निष्पक्ष और पारदर्शी जांच कराई जाए, दोषियों को कठोर सज़ा दी जाए, सांप्रदायिक हिंसा, घृणा फैलाने वाले भाषणों और उकसावे वाली गतिविधियों पर तत्काल रोक लगाई जाए, भय के कारण पलायन करने वाले परिवारों की सुरक्षित वापसी सुनिश्चित की जाए, प्रभावित क्षेत्रों में शांति एवं सांप्रदायिक सौहार्द बहाल करने के लिए प्रभावी कदम उठाए जाएं, आगजनी, तोड़फोड़ और धार्मिक स्थलों पर हुए हमलों की स्वतंत्र जांच कराई जाए तथा प्रभावित परिवारों को उनके नुकसान का उचित मुआवज़ा दिया जाए। साथ ही मृतक के परिजनों को भी मुआवज़ा दिया जाए।
केंद्रीय गृह मंत्री अमित शाह को भेजे गए इस पत्र की प्रतियां उत्तराखंड के राज्यपाल, मुख्यमंत्री, पुलिस महानिदेशक तथा देहरादून के वरिष्ठ पुलिस अधीक्षक को भी भेजी गई हैं। पत्र में उत्तराखंड सरकार, जिला प्रशासन और पुलिस अधिकारियों से आग्रह किया गया है कि वे एक ओर वास्तविक अपराधियों को कानून के अनुसार सज़ा दिलाने को सुनिश्चित करें और दूसरी ओर सभी निर्दोष नागरिकों के जीवन एवं संपत्ति की सुरक्षा, भय और असुरक्षा के वातावरण की समाप्ति तथा नफरत, हिंसा और सांप्रदायिक विभाजन को बढ़ावा देने वाले तत्वों के खिलाफ निष्पक्ष कार्रवाई सुनिश्चित करें।
मौलाना मदनी ने इस बात पर भी गंभीर चिंता व्यक्त की कि आरोपी के मकान पर कानूनी प्रक्रियाओं तथा निर्धारित न्यायिक एवं प्रशासनिक प्रक्रिया को पूरा किए बिना केवल सांप्रदायिक दबाव के तहत बुलडोज़र कार्रवाई की गई। उन्होंने कहा कि इस प्रकार की कार्रवाइयां भारतीय संविधान, कानून के शासन और न्याय के मूल सिद्धांतों के विरुद्ध हैं। भारत एक संवैधानिक लोकतंत्र है, जहां सज़ा का निर्धारण अदालतें करती हैं, न कि उग्र भीड़ या जनाक्रोश। कानून से परे उठाया गया कोई भी कदम न केवल न्याय की भावना को आहत करता है, बल्कि जनता के कानूनी व्यवस्था पर विश्वास को भी कमजोर करता है।
इससे पूर्व आज सुबह जमीअत उलमा जिला देहरादून के एक प्रतिनिधिमंडल ने नई दिल्ली स्थित जमीअत उलमा-ए-हिंद के केंद्रीय कार्यालय पहुंचकर अध्यक्ष मौलाना महमूद असद मदनी से मुलाकात की और क्षेत्र की स्थिति पर आधारित एक लिखित रिपोर्ट प्रस्तुत की। प्रतिनिधिमंडल में जिला देहरादून के अध्यक्ष मौलाना मासूम कासमी, महासचिव मौलाना गुलशेर, कोषाध्यक्ष मुफ्ती खुशनूद अली, जेम शाखा देहरादून के अध्यक्ष मुफ्ती नाज़िम अशरफ तथा जिला देहरादून दीनी तालीमी बोर्ड के महासचिव मौलाना नूर इलाही शामिल थे।
मौलाना मदनी ने जमीअत उलमा के पदाधिकारियों को निर्देश दिया कि वे क्षेत्र में शांति और कानून-व्यवस्था बनाए रखने में हर संभव सहयोग करें तथा प्रभावित परिवारों को नैतिक और सामाजिक सहायता प्रदान करें।
